Blue Mountain Action Council is a service provider for the Washington State Department of Commerce’s Consolidated Homeless Grant (CHG). The CHG is designed to support an integrated system of housing assistance to prevent homelessness and secure permanent housing for households who are unsheltered or in temporary housing. This grant provides resources to address the housing needs of people who are homeless or at-risk of homelessness, as described in local plans to end homelessness.
Blue Mountain Action Council is the Coordinated Entry point for Walla Walla County, providing a collaborative approach to helping find the appropriate housing services for each person seeking assistance with homelessness.
Supportive Services for Veteran Families (SSVF):
Providing rent assistance and prevention services for veterans and their families. SSVF serves a large area of Southeastern Washington, Oregon and Idaho.

Rapid Rehousing for Homeless Families:
This program is designed to provide housing support for homeless families with the primary goal being housing stability.
Services provided through this program include:
- short-term rental assistance (up to one year),
- limited assistance with transportation, utilities, security deposits, etc.,
- assistance and referrals to obtaining employment,
- one-on-one intensive case management,
- advocacy and referrals to other service providers as needed,
- developing a Housing Stability Plan and budget.
To qualify for this program, you must:
- be literally homeless according to the HUD guidelines,
- have a child under age 18 or be pregnant,
- fall at or below 30% of the median income for Walla Walla County, and
- have an income source such as TANF, child support, unemployment, earned income, etc.

You will work with our Coordinated Entry staff to determine eligibility, and to place you with either Rapid Rehousing or another locally available service best suited to your needs and circumstances.
Housing and Essential Needs:
Rent Assistance Program for households/individuals who are homeless or at risk of homelessness that receive a Housing and Essential Needs (HEN) referral from the Department of Social and Health Services (DSHS).
In order to qualify for HEN, a person must be temporarily disabled, have no income and be ineligible for cash assistance. Eligibility is determined by DSHS and not by BMAC - persons must first visit the DSHS office to qualify for this program.
